BE CONSCIOUS: Our government doesn’t want opposition. Citizens have been suppressed using various strategies but however, as some speaker said that, “none can suppress an idea whose time has come”. There has been theatre in Zimbabwe which has been deemed to be not “correct” by the state and has been banned. It was fascinating to note that there is Theatre that can actually get you arrested, it is not only one play but many and not limited to: The Good President by Cont Mhlanga, Super Patriots and Super Morons a Roof Top Production, Final Push by Vhitori Entertainment, 1983-The years before and After which was penned by Bhekumusa Moyo- http://bit.ly/1SZsgv3 and recently $15 Billion- https://goo.gl/pJkyJd  by Vhitori.

ARE YOU AWARE: It was INDEPENDENCE DAY on the 18th of April like in the past 36 years?  We managed to savage an interview done with Msipa from his Midlands base by Taurai Shava.  He said, “I know speeches will be made, promises will be made but life is getting tougher for our people. Before independence we were giving people the hope that our country will be one full of milk and honey, meaning there would be enough to eat and people would be happy. But all that is not happening. ON A FASCINATING SPORTY NAUGHTY NOTE: Bulawayo Giants Highlanders went to play their home boys in Harare while Harare giants played their rivals in Bulawayo. The BIG catch was for the Chicken Inn Boys who withdrew the feeding spoon from their brothers Highlanders at a closely contested feature on In-Dependence Day where Itai Dzamara’s Brother had a one man standoff.
He was later manhandled by the boys in dark glasses and we hear he was given some physical counselling before he got admitted in hospital. His crime was to demand the whereabouts of his young brother who was abducted over 13 months ago. http://goo.gl/m7lDoY  . In the same stadium, a woman is said to have openly demanded her share of $15 billion which is said to be missing. She only demanded that she be given only a thousand dollar share of it. The state boys were not amused so they had to use their training and prove to their pay master that they can handle any national security threatening figure like a hungry woman.

WORDS AND GOVERNANCE: Poets have proven that they are a force to reckon with and their words may change environments. Thomas Love Peacock wrote to his friend Percy Bysshe Shelley in Italy narrating disturbances in his city. Shelley was so moved by Peacock's description of the events that he responded by penning The Masque of Anarchy, a poem that advocates both radical social action and non-violent resistance: "Shake your chains to earth like dew / Which in sleep had fallen on you- / Ye are many — they are few". Bulawayo was brought to some poetic still on the 19th of April where poets commemorated 400 years of Shakespeare’s life through poetry. Two ladies who contested had to go on for 4th Round as they were just too good on each other. Tinashe was the lucky poet while Fungai was the runner up. It is the poems which were so pregnant with meaning, angry of love or lack of it and the ever deteriorating political, economic and social environment in Zimbabwe which moved us. The more than thirteen poets were just as good as echoes of the million suppressed voices of Zimbabwean youths.

ZIMBABWE NEEDS A PEACEFUL SETTLEMENT: National Peace and Reconciliation Commission (NPRC) bill consultative meetings were going on during the past weeks. Below are some views from our team and friends.
BULAWAYO
a) The idea of a Commission is a good idea but the Bill says nothing about post conflict Justice.
b) As long as this commission is funded by government, then it’s a waste of time. Fiscus resources are not enough.
c)   Gukurahundi, Murambatsvina and the 2008 violence should be clearly stated as violations that need to be addressed by the bill.
d)  If Gukurahundi was a moment of madness then the Bill should tell us how to deal with the madness.
e) Some government official said Gukurahundi is a closed chapter, can this Bill open it?
f) We know that the current government officials have a hand in past violations, how can they investigate themselves. The bill seems like a second Gukurahundi prescription.
g) The madness in this bill is gross.
h) Devolution is what matters for the people of Matabeleland. Everything is a waste of time
i) The Minister responsible for national healing is unqualified to lead the institution. 
j) The Bill is a perpetuation of the Gukurahundi ideology. What happened to other commissions on Gukurahundi?
k) Chihambakwe and Dumbutshena reports should be classified as the basis for truth telling
l) Why provide for legal representation in a Peace and reconciliation process? The idea should not be to defend oneself but tell the truth.
m) No forgiveness for murder. Perpetrators must be brought to justice.
n) Minister should not decide how to deal with recommendations of the commission
o) The Commission should have financial autonomy
p) This important issue requires parliament to move out of towns and go to Tsholotsho and other rural areas to speak to the most affected.
q) This Bill should state clearly who wronged who and where. What wounds does it seek to heal? It should be truthful.
r) With this kind of Bill we remain where we are .This is a Ministers’ personal Commission. As villagers we will continue to suffer and cry for peace
s) There is no guarantee of safety of the victims. Nowhere in the bill is safety after giving evidence of violation
t) We are wasting time; this Bill is just another useless piece of law. It has no power to bring justice. We reject it.
u) The Ministerial appointments will not work as long as alleged violators have state power and the power of the minister hinders independence of Commission.

CHINHOYI
a) The Unity Accord is enough, no need for further reconciliation. So there isn't need for the NPRC.
b) Forgiveness is needed but should come with the truth.
c) The Commission should have more powers than giving too much power the Minister.
d) Protection of victims and witnesses must be clear in the Bill
e) The Bill must clearly outline what can be done to have your case heard by the NPRC if it is before the court
f) Reconciliation to start with the Smith regime era

Lupane
a) There should be no time limit to the life of the Commission. Ten years is not enough.
b) How can my own evidence be regarded as false? Who knows my own ordeal? All the penalties are on victims.
c) Youths need closure to our past like Gukurahundi. The State is not serious about addressing Gukurahundi.
d) People should be the owners of the Bill, we want the truth on Gukurahundi.
e) We no longer trust government processes.
f) The Bill does not guarantee protection of the Victims
g) The seal of the Commission can be abused. It should be protected by an authorized signature for Accountability
h) The Bill should be clear on how compensation will be done instead of punish the victim for falsehoods.
i) The Commission needs Independence from manipulation by politicians.
j) If the Minister decides not to take donations where can government get the money. The commission needs funding.
k) The powers of the minister are too much

The Mandela Institute for Development Studies (MINDS) is accepting applications from all regions of Africa for its 2016 Annual Youth Dialogue on Elections and Governance to be held in Dar es Salaam, Tanzania on the 3rd and 4th of August 2016.
The MINDS Youth Dialogue is an annual gathering of young African leaders who have demonstrated a commitment to the development of Africa, practical involvement in elections and governance and the ability to mobilize other youth towards a set goal. The Program facilitates conversations between 100 youth, drawn from across the continent and experienced African leaders with the aim of exploring the kind of Africa the youth can aspire to create for themselves.
Eligibility Criteria
Participants between the ages of 18-45 will be drawn from all regions of Africa (North, West, Central, East and Southern Africa) using set criteria.
MINDS is interested in identifying participants doing significant work in the respective countries and communities.

UNICEF ZIMBABWE IS LOOKING FOR A COMMUNICATION INTERN FOR THE U-Report (4 months)
Internship Terms of Reference
Background
U-Report uses mobile technology through SMS to provide a forum of opinion and information sharing for youth and children in Zimbabwe. Using a crowd-sourcing approach to initiate a SMS dialogue with members (‘U-Reporters’) the ultimate aim of the program is to stimulate citizen-led and youth-led development. The members are engaged via SMS polls to solicit opinions and information on development issues that are important to Zimbabwean youth and children, such as; early marriage, justice for children, children’s rights, violence against women, human rights, employment, health, education, water availability and quality. Data from the responses is analyzed and used in advocacy efforts surrounding a number of key areas in line with UNICEF programming including but not limited to improving education, improving health care and ensuring children receive the protection they need.
Rationale and context of the assignment
The communication element of the program is fundamental to the success of the U-Report and as such UNICEF Zimbabwe seeks to recruit an Intern to assist and support in the development and implementation of U-Report’s communication activities in 2016.
Internship assignment and tasks
UNICEF Zimbabwe requires an enthusiastic, hard-working, determined communications Intern to ensure that reporting on the various U-Report platforms is reliable, actionable and of a high standard and quality. Under the guidance of Chief of Communication, the Intern will assist in the following tasks:
• Develop content for the U-Report website and post updates on social media (Facebook and Twitter) and/or blog
• Provide feedback to U-Reporters on questions raised on the U-Report Platform
• Participate in the U-Report Steering Committee meetings
• Provide support during outreach meetings and events

REAL CONSCIOUSNESS: This Past week our Team member Bheki had some time off to Maphisa with the EU Ambassador Phillippe Vandamme ,  his delegation and the Minister of Health and Child Care.

THE MINISTER SAID SOME COOL CONSCIOUS STAFF:

ON THE STATE OF THE ROADS HE SAID:  “I grew up here in Antelope mine where my father was a DMO, the road has not changed enough since the ‘60s, although they have expanded it a bit, we really need a better road network,” (come to think of it…1960???)

ON THE LONG DISTANCES WHICH PREGNANT WOMEN WALK TO DELIVER: “We are thinking of setting up in each village a health post instead of one place to accommodate all these pregnant mothers. It will cost over $400 million to set up these village health posts country wide. Each district hospital will be surrounded by 20 health centres depending also on the need”. (We are thinking…..mark that)

ON THE FREEZING OF NURSES POSTS: “The establishment cannot accommodate all the trained nurses as it is based on the 1983 survey findings, hence since that period, diseases have increased, number of hospitals increased, complexity of diseases has increased and with that we need more 8000 nurses. We are trying to make the government accept that we need 8000 more nurses so that we can absorb all these unemployed trained nurses and more”. (1983…all our staff is old)

It was a long and busy week; we will meet next week when we are energised. Remember, Zimbabwe celebrates its INDEPENDENCE on 18 April, please be careful of the potholes on the roads and other problems. You may take this time to look for the missing $15 billion and make Independence Day worth celebrating.


THE BANISHMENT OF SCRATCH CARD AIRTIME VENDING
Bulawayo Vendors and Traders Association (BVTA) notes with concern an article published in the Sunday News of 10 – 16 April 2016 that quotes a government directive that seeks to compel companies to scrap scratch card airtime vending under Statutory Instrument (SI) 84 of 2012. The Statutory Instrument (SI) 84 of 2012 calls for mobile phone companies to promote technologies that can be used instead of recharge cards citing litter as the problem. As much as we fully support efforts by Environment Management Agency to protect the management and keep environs clean, BVTA however strongly calls for wider stakeholder engagement and consultation to find a mutually beneficial solution.

BVTA is gravely concerned that the wholesale banishment of scratch card vending might have serious consequences to some of our membership that will not be absorbed in the new dispensation. It is common knowledge that airtime vending has been a source of livelihood to thousands of unemployed citizens under the very difficult prevailing economic conditions. The adverse effects of the government directive due to loss of income may include increased school drop outs, starvation within households, crime rate, cases of prostitution and children ling in the streets among other social ills. It is our highly considered view that the government violates Chapter2(24) of the Constitution of Zimbabwe that obligates government to adopt reasonable policies and measures to provide everyone with an opportunity to work in a freely chosen activity, in order to secure a decent living for themselves and their families.

BVTA urges Environment Management Agency (EMA to conduct an elaborate consultative process with key stakeholders such as Bulawayo City Council, Informal economy, mobile company service providers and other key stakeholders to address challenges that may arise from the proposed government action.
BVTA encourages further research and learning of best practices from other countries and urge service providers to consider dual options for recharging.
BVTA commits to be actively involved in mobilisation for wider stakeholder consultation and engagement in the government directive.

BE CONSCIOUS THAT THERE ARE STILL BRAVE PEOPLE WITHIN US: We hear that a brave woman amplified our condition to the President as Zimbabweans. We pray that the boys in dark glasses do not ignore their own state and hunt her down like the rest of the “voices of the voiceless” of our nation. We heard that in about an hour into Mugabe's address, a woman in the crowd (which usually braves any weather to sing and dance for “HIS” coming) suddenly shouted in the dominant Shona language: "President, we are suffering!" It reaches our ears that Mugabe paused a few seconds - but for a moment it seemed he had been rendered speechless for eternity. The daring woman had visibly thrown Mugabe off kilter. Gathering himself, he asked the woman: "You are suffering from what?"
The woman wasted no time, responding: "We are suffering from hunger."
It was an unprecedented interjection from the Zanu-PF povo, the impoverished masses who always pitch up to welcome the veteran leader from his countless foreign jaunts. In an airport teeming with police, soldiers, intelligence operatives and youth marshals, a woman had mustered the courage to tell Mugabe an unpalatable home truth - and in his face.
Mugabe's tired eyes scanned the crowd but he did not seem to locate her. Finally, the president replied: "Put your grievances in writing, and we will look into them.". You can read more at http://goo.gl/Q1WB1T .
See…..We also must put our $15 billion demand in writing. Imagine if all the 13 million citizens, old and young all put their individual problems in writing and send them to the man who read a wrong speech…..someone will be at risk of getting a wrong reply.


IT MAY FASCINATE YOU TO KNOW THAT IF YOU CAN'T PUNCH YOUR OPPONENT YOU CAN SPIT ON THEM: Whilst ignoring the stupid twitter wars, turns out that youths are now saying #KusvikiraMatibaMabasa we will be discussing important things in WhatsApp groups. This week’s most conscious WhatsApp discussion was on the plight of young people from the Matabeleland region who migrated to South Africa in the search for greener pastures. It turns out that it is not so green after all on the other side as most have turned into thugs, murderers, con artists, and rapists. They have settled for lesser jobs which means that the education invested in them is useless. They have also acknowledged that they are lesser beings, they have lost dignity as is evidenced by their ever vulgar language. Being raped, mugged, or assaulted is not alien in shacks, its everyday life.  Troubled souls in the group revealed disgust at how SADC countries have turned a blind eye to the marginalization of Matabeleland which is the major cause of this situation. They have also expressed concern about the violation of human rights in the poorest suburbs of South Africa where these young people are resident, they mourn lost lives.

Though the amount required to acquire a passport is $50 and there is VISA exemption to move to South Africa, turns out that boarder jumpers are still there and ‘omalayitsha’ assist them to cross using sex as payment especially for female boarder jumpers. ‘Amagumaguma’ actually rape these young women crossing over without passports and it is a way of life, it is how these young men have nurtured their identities in their world. These are just but the few instances that take place and are overlooked by authorities and even the media. Without the ability to change their environment these young people end up embracing it and in the process start bragging about social ills. The environment that they live in drains the living daylight out of them, it doesn’t provide prospects of happiness and a worthwhile future, life itself loses its value and they find solace in alcohol and drug abuse.                        ~ Anonymous group.

SOME FEMINISM STUFF: As Zimbabwe is still trying to clear space for feminism after the Zimbabwe Feminist Forum (ZFF) met last week, the country shall be hosting the African Feminist Forum (AFF) from the 9th to the 12th of April 2016. ZFF was a build up to the main AFF conference hosted by the African Women's Development Fund (AWDF), a regional women's grant making foundation based in Accra, Ghana. Decision-making on the principles, direction, and content of the regional AFFs is governed by the AFF Working Group made up of independent feminist activists from across the African region.   The 4th regional Forum is being organised by AWDF in partnership with the Zimbabwe Feminist Forum hosting committee, coordinated by the Zimbabwe Women's Resource Centre Network (ZWRCN). The AFF anticipates between 150 and 200 participants to attend, all will be women/ women-identified. Participants will come from all regions of Africa, including a delegation of 30 participants from Francophone West Africa and 30 Zimbabwean feminist activists.
“In Africa, modern feminism is rather complex. It has many manifestations and expressions, and so it is not possible to refer to a single ‘African feminism’. One strand – active in the academic arena and reacting to the devaluation and misrepresentations of various African cultures and traditions by colonialists – focused on re-capturing and re-valorizing African traditions and cultures by writing about famous and powerful African women such as Nehanda of Zimbabwe, Nongqawuse of the Xhosa, and Nzinga of Angola, to mention just a few of the famous women of southern Africa.” – Rudo B. PUBLIC HEARINGS: SPECIAL ECONOMIC ZONES &PUBLIC FINANCE MANAGEMENT AMENDMENT BILLS

The Parliamentary Portfolio Committee on Finance and Economic Development will be conducting Public Hearings on the Special Economic Zones and Public Finance Management Bills, which were both gazetted on 23 November 2015.
The Special Economic Zones Bill was established to provide for the establishment and functions of the Zimbabwe Special Economic Zones Authority. It also provides for the constitution and functions of the Special Economic Zones Board. Further, the Bill provides for the administration, control, regulatory measures and incentives for the Special Economic Zones.
The public, stakeholders, interested groups and organizations are invited to the hearings. The contributions made will be considered by the Portfolio Committee and will be part of the committee's report to be tabled in the National Assembly.
